Link Group has launched procurement for an £840m framework covering housing construction work across Scotland.

The housing association said the framework would run for four years, with an option to extend it for a further year.

It will primarily cover housing schemes but could also include property rehabilitation, offices, commercial buildings, extensions, community facilities, adaptations and planned maintenance.

Projects could range from five to 500 homes and include houses, flats and retirement living schemes.

The framework, valued at £840m excluding VAT, will cover affordable housing, private rented homes and properties for market sale.

Work will mainly take place across Scotland’s Central Belt, Argyll and Bute and the Highlands, although projects could be commissioned elsewhere in Scotland.

Link Group is procuring the framework for itself, its subsidiaries and dozens of housing associations named in the contract notice.

Any registered social landlord operating in Scotland could also use the framework, subject to Link’s agreement.

The procurement has been divided into seven lots according to project value and geography.

The first six lots cover projects ranging from contracts worth up to £3m to schemes valued above £40m.

A seventh lot covers contracts worth up to £40m in Argyll and Bute and the Highlands.

Link said up to 70 contractors could ultimately be appointed across the framework.

The procurement is being run through a restricted procedure under the Public Contracts (Scotland) Regulations 2015.

Up to 20 qualifying bidders could be invited to tender for each lot, with at least eight candidates envisaged.

Bids will be assessed on a 70:30 quality-to-price basis.

Individual contracts could be awarded through direct selection or mini-tendering, although Link said there was no guarantee of work under the framework.

Requests to participate are due by noon on 2 November, with invitations to tender expected to be issued on 30 November.
