Unmasked Chinese Gambler Fugitive’s Profitable Assets Frozen in UK

Following the identification of Jiangbo as a major international gambling figure linked to illegal gambling operations, the UK authorities have detained a significant number of high-value assets that were allegedly obtained using the proceeds of criminal activity.

He has not yet been charged in the UK, but an investigation into his gambling operations has required him to provide evidence supporting how he came to own these properties.

The assets involved include 85 properties located in London and reported to have been purchased with “golden passports.” The evidence supporting these purchases indicates a serious risk of violations within the AML framework.

The UWO legislation requires Jiangbo to prove where the funds so utilized came from, and investigators believe a portion of his wealth can be attributed to illegal cross-border online gambling activities through offshore networks.

A statement from Cambodia’s Interior Ministry said:

Within the scope of cooperation in combating transnational crime and pursuant to a request from the relevant authorities of the People’s Republic of China, the authorities of the Kingdom of Cambodia have arrested three Chinese nationals Chen Zhi, Xu Ji Liang and Shao Ji Hui and extradited to the People’s Republic of China.

As reported by OCCRP and the Times, this incident is representative of how the global gambling black market continues to operate driven, in part, by consumer demand in jurisdictions where gambling is illegal. It is estimated that most of these illegal gambling operations are located in Southeast Asia, including Cambodia and the Philippines.
